HB 262 - This act requires school districts to allow access to personally identifiable student records only to authorized school district employees and persons otherwise authorized by state or federal law. The records can be made available to persons not employed by the district only upon written authorization from the student's parent, the student is less than 18 years of age; the student, if age 18 years or older, or in response to a subpoena. The act shall not apply to records relating to the reporting requirements imposed on juvenile officers, principals, teachers, and school employees, or the reports required by a school district's disciplinary policy.

SCA 1- THIS AMENDMENT PROHIBITS THE RELEASE OF CERTAIN PERSONALLY IDENTIFIABLE STUDENT INFORMATION BY PUBLIC ELEMENTARY AND SECONDARY SCHOOLS UNLESS FEDERAL LAW REQUIRES OTHERWISE.

SA 2 - AUTHORIZES ANY SCHOOL DISTRICT WHICH BECOMES AN URBAN SCHOOL DISTRICT BECAUSE OF THE 2000 FEDERAL DECENNIAL CENSUS, TO HOLD ELECTIONS FOR SCHOOL DIRECTORS ANNUALLY.

SA 3 - AUTHORIZES ANY INSTITUTION OF HIGHER EDUCATION TO DISCLOSE TO A PARENT OR LEGAL GUARDIAN THAT A STUDENT VIOLATED ANY FEDERAL, STATE OR LOCAL LAW, OR RULE OR POLICY OF THE INSTITUTION GOVERNING ALCOHOL OR CONTROLLED SUBSTANCE.

SA 4 - PUBLIC POLICY OF MISSOURI TO ONLY RECOGNIZE MARRIAGE BETWEEN A MAN AND WOMAN.

SA 1 TO SA 4 - REMOVES THE THREE DAY WAITING PERIOD REQUIRED FOR OBTAINING A MARRIAGE LICENSE.
